Your blog is interesting Chris. I suspect that they plan to leave the GMS and PMS contracts alone but they will starve them to death. So all new work will go into an ICS/ICP wrapper and each organisation will need to chase the income outlining why they would be best placed to do the work. Or the would subcontract the work out to various organisations but reduce the "barriers" between them. The overall plan is to increase efficiency and integration but we all know it will just add another layer complexity and bureaucracy along with taking funding out of each organisation.
